New `white paper' spells out five key themes for Army

Maximizing the contributions of all the U.S. Army components is the basis for One Team, One Fight, One Future: Total Army Integration, the White Paper released June 18. 

To maintain the Total Army and seamlessly integrate the Reserve components with active forces, five key themes are spelled out in the White Paper. They are: 

* Readiness is non-negotiable. According to the White Paper, the bottom line of the Army is maintaining a quality force able to execute the national military strategy in peace and war. 

* The reserve components are the strongest link to the American people. With reserve-component soldiers making up 54 percent of the Army, any operation must be a Total Army effort. 

* Total Army leadership is essential. In the White Paper Reimer says, "The leaders of the Total Army must work as a team, making the tough decisions necessary to structure, resource, train and modernize the force." 

* The Army must change. In the post-Cold War world, there are many new missions for the Army. The Army must change to meet these changes. 

* The Army has bold new ideas. The Army's new organizational designs integrating active Army, Army National Guard and Army Reserve units will enhance Total Army readiness. The creation of multi-component units will fundamentally change the way the Army operates, building leaders and agile, dynamic forces for the 21st century. 

Reimer said the paper is a statement of intent for America's Army, spelling out a deliberate plan with a clear vision, showing the nation the Army's commitment to providing the best army on the planet as the Army enters the 21st century.
